E-scooter driver without insurance stopped: police take stock!

On July 15, 2025, a 24-year-old e-scooter driver was checked by a police patrol in Eberswalde. The driver was unable to provide proof of the required insurance sticker, which is required for e-scooters in Germany, and was then forced to abandon his journey. The officers initiated criminal proceedings on suspicion of violating the compulsory insurance law, because without insurance there is a risk of serious administrative offenses, as stated in the ADAC guidelines, and ADAC explains that liability insurance is absolutely necessary to ensure legal safety in road traffic.

Clear regulations apply to e-scooter drivers to ensure that all road users are protected. Aside from valid insurance, e-scooters must also have two brakes, lights, reflectors and a bell. The vehicles may have a maximum of 500 watts of power and are only permitted for one person. Unfortunately, many drivers did not adhere to these rules, which repeatedly leads to incidents like the one in Eberswalde.

New traffic rules from 2025

With a view to 2025, there are also some changes to the Small Electric Vehicles Ordinance (eKFV), which aim to further adapt the rules for the use of e-scooters. In the future, it will be more expensive for passengers to ride along, as the corresponding fine will increase from 10 to 25 euros. From 2027, newly registered e-scooters must also be equipped with indicators, and sharing scooters must have a visible battery indicator. However, critics see these reforms as insufficient and are calling for more determination in transport policy for electromobility, as explained on Scooterhelden.

Another focus is on alternatives to e-scooters, which have become increasingly popular in recent years. Commuters in particular have come to appreciate the fleet of electric scooters, which is made easier by the fact that they are easy to take on public transport as long as the scooters are foldable. These vehicles can even be taken as hand luggage free of charge on Deutsche Bahn long-distance trains.

Thefts and other incidents

In another security report, police filed a criminal complaint in Waldsieversdorf for theft on the same day. Perpetrators stole several hundred kilograms of stolen goods from a construction site, including a shovel from a wheel loader. These incidents also highlight that road safety often has to go hand in hand with overall neighborhood safety.

In Bernau near Berlin, unknown people raided an apartment building on the night of July 15th by forcibly gaining access to a commercial unit and stealing cash. While they failed at two other commercial units, this incident caused material damage of around 700 euros, according to the police.

The events show how important it is to adhere to traffic and safety regulations, whether it concerns e-scooters, bicycles or general behavior on the road. Acting responsibly is not only a sign of political maturity, but also of social responsibility in our community.
