Yesterday, on November 3rd, 2025, the citizens' initiative (BI) Gegenwind Groß und Klein Warnow, Reckenzin, Pinnow launched an important petition. Under the title “Calculating instead of expanding - For a fair regional plan - no new wind areas in the planning region”, the initiators are calling for a rethinking of the use of wind energy. The campaign, which started on October 19th and runs until November 10th, aims to appropriately integrate existing wind turbines into regional planning and avoid new wind areas. Northern Courier reports that the regional plan “Wind Energy Use 2024” has been available as a draft since summer 2024 and that many citizens' initiatives have spoken out against it.
What exactly is the main concern of the petition? The demand is clear: all existing wind turbines in the region should be recognized for planning purposes. Currently, of the 581 existing wind turbines, only 360 are included in the calculation. It is tragic that 38% of the systems in Prignitz are not recognized for the area target that the federal government has set for wind energy at 1.8% by 2027 and 2.2% by 2032. This imbalance causes excitement among the population.
Current developments and supporters
The supporters of the petition, which also include the BI Düpow-Rosenhagen-Burghagen, the IG Hohe Heide, the IG Gegenwind Karstädt and the Freiraum Wittstock-Ruppiner Heide association, are calling for all wind areas designated by February 1, 2024 to be fully credited. Additional priority areas should only be designated if there is a remaining need. In order to emphasize the concern, the citizens' initiative plans to hand over the collected signatures on November 20th at the regional meeting of the planning community in the Kyritz Cultural Center.
By the deadline of November 10th, 562 citizens had already expressed their support for the petition online, including 190 from Prignitz. The number is growing and the BI hopes for a high level of participation. A look at the field of support also shows: around 3,000 statements were received by the planning community by March 18th. This illustrates the population's great interest in responsible and sustainable regional planning.
Critical concerns and the legal framework
A look beyond the region's borders shows that strategic steps have already been taken in North Rhine-Westphalia (NRW) to secure 1.8% of the area for wind power through regional plans. Open petition shows that the Münster Higher Administrative Court has temporarily revoked the validity of these plans because they are said to violate federal law. This opens up the possibility of uncontrolled applications for wind turbines at any location, which could not only endanger the landscape, but also tourism and the economy in affected areas.
With the petition, the initiators hope to introduce federal legal instruments that ensure responsible regional planning in order to protect the image of wind power projects and regain citizens' trust in political decision-makers.
