Federal Minister of Labor BAS fights against citizenship abuse!

Deutschland - On June 4, 2025, the abuse of social benefits in Germany again focused on political discussion. Bärbel Bas, the new Federal Minister of Labor of the SPD, has clearly announced that she will be against the exploitation of citizen girders. In recent reports, it is pointed out to the problem that criminal people from other European countries lure them to Germany in order to then exploit them as day laborers and apply for civil allowance. "These mafious structures have to be smashed", according to BAS in an interview with t-online.de .

To master this problem, Bas sees BAS an urgent need for better data exchange between tax offices, job centers, family health insurance companies and security authorities. It is important to check whether people are actually entitled to free movement. "We have to significantly improve the control mechanisms," explains BAS.

Reform of civil allowance

The Federal Government plans to maintain citizenship money in its current form, but a change of name is sought. This reform is part of the steps agreed in the coalition agreement to improve social work. Overview of the reform:

  • The citizen benefit is not pursued; A return to Hartz IV is sought.
  • A total sanctioning that will cut both the citizens' benefit and accommodation costs will not exist.
  • The focus is on a priority for the job seekers.
  • sanctions will not affect housing costs.
  • A conversion of the statutory pension insurance is planned to include civil servants, MPs and the self -employed.

Even if the citizens' allowance should not be maintained in its previous form, BAS guarantees that basic security for job seekers remains. This is particularly important in order not to endanger people's subsistence level. At the same time, BAS pulled a “red line” in households with children, where sanctions may not simply be set to zero. Every beneficiary has an obligation to cooperate to prevent abuse.

evaluation of the citizens' allowance reform

The government has also set itself the goal of further evaluating the existing legal situation regarding the citizens' allowance reform. According to a Iab-research report , this evaluation includes all aspects of the new regulations that came into force at the beginning of 2023. This is intended to make a “basic further development” of basic security for job seekers.

The research report looks at the access and services of the new regulations, integration and the advisory process as well as the transition to the labor market, among other things. This comprehensive evaluation is carried out with around twenty individual projects and is intended to help better understand the effects of the reforms on those affected.

Based on this evaluation,

BAS plans to evaluate studies and reports and to submit suggestions for new regulation this year. Their goal remains to fight the abuse of social benefits and to improve the framework conditions for job seekers.
