Deutschland - Federal Minister of the Interior Alexander Dobrindt (CSU) plans a drastic reform of immigration policy, which is intended to significantly restrict family reunification for certain refugees. On Wednesday, Dobrindt will present a draft law in the cabinet, which provides for a two -year suspension of the family reunification for people with limited protection status. So no relatives could move to Germany for the time being, unless they are hardship cases. This decision comes in response to changed migration flows and the goal of reducing the pull factors for asylum seekers, as Dobrindt emphasizes.
The Ministry of the Interior confirmed information about this draft law, which was originally published by the “Bild am Sonntag”. So far, 1,000 members of refugees with subsidiary protection status have been able to enter Germany with subsidiary protection status, a regulation that has been in place since August 2018. This measure should enable family reunification for people with non-positive asylum status that are exposed to severe dangers in their homeland. However, over 30 non -governmental organizations have already asked to rethink these plans to restrict the family reunification.

The family reunification for refugees without asylum status has already been suspended in the past from March 2016 to July 2018 to avoid overload when taking up and integration. According to the coalition agreement of SPD, Greens and FDP from 2021, it was planned to enable family reunification for this group indefinitely, but this was not implemented. Dobrind's most recent initiative is perceived as a signal that migration policy in Germany is again changing.
The planned change could also lead to the fact that around 12,000 migrants per year can no longer take part in integration courses, which would further make the integration of these people more difficult. The government hopes for savings of around four million euros by 2026. In 2023, around 326,000 people with subsidiary protection lived in Germany, and in 2024 there were already 351,000. The most common countries of origin of these people are Syria and Afghanistan, while members of migrants with positive asylum notice continue to have the opportunity to enter Germany.
Last year there were a total of 133,710 positive asylum notices in Germany. Dobrindt's measures are part of a more comprehensive asylum and migration strategy of the Federal Government, which has a lot of criticism in public debate. Politicians and organizations fear that such a restriction of family reunification will not only affect the fates of many families, but also make it significantly more difficult for the social integration of refugees in Germany.
