Wiesbaden: Court decision opens the door for controversial water cent!
Wiesbaden, Deutschland - Wiesbaden plans to introduce a new water tax, the so -called "water cent". This measure was decided by the Wiesbaden city council in December 2023. The tax stipulates that 90 cents are to be paid for each 1,000 liters of drinking water, regardless of the crowd. The city hopes that this new levy hopes for additional income of around 16 million euros, which should contribute to covering the municipal budget deficit. Initially, however, the Hessian Ministry of the Interior had banned the introduction of water consumption tax.
The Wiesbaden Administrative Court decided that this ban was illegal. In a judgment from April 2024, with the file number 7 K 941/24.Wi, the court found that vital goods such as drinking water cannot be excluded from taxation. This could draw conclusions about the need to adapt the consumption and use water sparingly. The court also argued that the introduction of the tax could have steering effects, but no "strangled effect" on households.
current status and future steps
Although the judgment of the administrative court has been positive for the introduction of the "water cent", it is not yet final. An appeal to the Hessian Administrative Court has already been approved. If the state of Hesse does not appeal to the judgment, the city council is free to decide when the tax will actually be charged.
The local authority of the Interior Ministry had already tried to expose the water cent in 2024 to promote more sustainable use of water. However, this measure encounters resistance, since the city administration tries to continue to fix the financial bottlenecks.
public discussion and reactions
The introduction of the "water center" has led to controversial discussions in public. Many citizens are concerned about the financial effects that will have an additional tax on their households. On the other hand, the need for sustainable water consumption is becoming increasingly clear, especially in times of climate change.
