Lörrach allows prostitution: strict rules for new brothels!
Lörrach, Deutschland - The city of Lörrach has decided with more than 50,000 inhabitants, a new restricted area regulation that decisively changed the regulations on sex work in the region. This approval of the local council is in accordance with the requirements of the Freiburg regional council, which had requested a redesign of the existing regulations. A ban on prostitution is no longer permitted in Lörrach, which the discussion about how sexual services can be organized and regulated in the future.
The new regulation provides for strict rules for sex work. A maximum of two brothels in the city are allowed, while street prostitution remains prohibited all year round. This ban is particularly relevant because Lörrach is at the borders to France and Switzerland, where there are different legislation on prostitution. For example, prostitution is prohibited in France, while the costs for sexual services in Switzerland are significantly higher than in Germany.
rules and locations
In order to ensure the security of residents and the protection of sensitive facilities such as daycare, schools and churches, a distance of at least 250 meters to these locations applies. The city has selected two industrial areas - Wiesentalstrasse/commercial channel and Blasiring - in which brothels are tolerated. A brothel with a maximum of twelve beds is planned in each of these areas. Lörrach is based on the Freiburg regulation, which says that there is no brothel bed on 2,000 inhabitants.
Another central point of the regulation is the regulation of housing prostitution. This is only allowed if the sex workers live in the respective apartment. Renting or renting apartments for prostitution purposes is prohibited. The municipal council unanimously approved the draft of this blocking regulation, whereupon the legal examination by the Freiburg regional council must take place.
political discussions
The political debate about the new regulation is led from different sides. Sabine Ehrenreich from the Greens describes the concept as conclusive, while Ulrike Krämer from the CDU also gives positive feedback and praises the selection of the areas. At the same time, some members express concerns. Christa Rufer from the SPD asks about the choice of location near the border, since there are traditionally prostitution in these areas. These concerns reflect the complexity in the implementation of the new regulation and the need to monitor the situation.
A round table is intended to observe the development of the situation and tackle problems together. In this context, Jörg Müller from FW emphasizes that women in private apartments may be more at risk than in brothels. It remains to be seen how effective the regulation can contribute to the safety of those affected and to prevent illegal activities. So far, the police authorities have rely on information from the neighborhood in order to identify and classify unauthorized use of apartments.
The introduction of this regulation in Lörrach is another step towards regulating sex work in Germany, where cities are increasingly pursuing individual concepts in order to meet the special local conditions. Further information and detailed regulations can be found in the comprehensive Topic.
