Rostock in the offshore wind energy race: chance for prosperity or standstill?

In a remarkable development, a business delegation from Mecklenburg-Western Pomerania visited the city of Esbjerg in Denmark on July 10, 2025. The occasion was to exchange ideas about the challenges and opportunities of port development. It became clear that Esbjerg, with its pioneering role in the expansion of its port areas for over ten years, has a significantly better concept than Rostock. While Rostock has been discussing port conversion for a long time, Esbjerg has successfully set up a center for offshore wind energy. According to Ostsee Zeitung, the Danish port has even achieved higher average wages than Copenhagen and is now considered the most important transshipment point in Europe for Offshore wind turbines.

Esbjerg's track record is impressive: the port has not only continuously expanded its infrastructure, but also consolidated its role as a strategic location for NATO. Founded in 1868, the port can look back on a long history that once made it the most important fishing port in Denmark. The project to expand and deepen the fairway is currently supported with an investment of 115 million euros from the European Investment Bank. This is not just about accommodating larger ships, but also about the more climate-friendly transport of goods, which is to be shifted from road to short-sea shipping and rail transport.

Challenges for Rostock

The delegation from Mecklenburg-Western Pomerania recognized Rostock's shortcomings compared to Esbjerg. The delegates said that Rostock urgently needs to invest in the development of its port in order not to end up at a competitive disadvantage. Rostock could well become a center for renewable energy and offshore technologies if the right steps are taken. The port has the potential to create new jobs, improve wages and increase the country's tax revenue. But the discussion about expanding the port in Rostock is being criticized by many environmentalists. Some voices describe the relocation debate over environmental damage as hypocritical, especially since Esbjerg has overcome these challenges and is still thriving.

The EU is looking forward to developments in the offshore sector. As part of its strategy, the European Union has set targets for the installation of offshore wind power at at least 60 GW by 2030 and 300 GW by 2050. These ambitious plans were last revised in December 2024 and also include comprehensive maritime spatial planning, improving the regulatory framework and research and innovation in the sector, as can be found on the EU website. In doing so, the EU not only wants to secure energy supplies, but also make a contribution to climate protection.

The debate about the port expansion plans in Rostock could not only play an important role for the regional economy, but also make a decisive contribution to the European energy strategy. It remains to be seen what steps Rostock will now take to position itself in the wind energy sector and perhaps even catch up with Esbjerg.
