New basic security: application compulsion and sharp sanctions come!

Deutschland - The Federal Government plans a comprehensive reform of social security, which provides for the introduction of a new basic security that should replace the citizens' allowance. This reform is the result of exploratory and coalition talks between the Union and the SPD, which agree on the necessity. The innovations bring clearer guidelines that aim at the support of job seekers. The new basic security applies from 2026 and, among other things, provides for an application for recipients. Discussions of this application for application could lead to strict sanctions, such as Südwest Press

A central point is the clear working paper "work and social", which stipulates that every unemployed person has to actively strive for employment. The exact number of applications required remains unclear for the time being. However, the federal government plans to significantly increase the funds for mediation with an additional budget of at least one billion euros. JobCenter and the Federal Employment Agency should provide more comprehensive advisory and placement offers and provide individual support in order to overcome any obstacles to mediation.

changes in social security

The new basic security should initially take over the regulatory rates of the citizens' allowance that remain unchanged in 2025: 563 euros for single people, 506 euros per partner and between 357 and 471 euros for children, depending on their age. However, adjustments are planned for the period after 2027, whereby a return mechanism for coupling the control rates to wages and prices as well as a faster asset examination is to be introduced. This means that assets are checked faster and allowance is based on age and years of work, as is set out in the overview of Bürger Geld

In addition, the sanctions for the recipients are tightened. In the event of repeated refusal to work, a complete deprivation of performance can be introduced, although this must be in accordance with the case law of the Federal Constitutional Court. The court decided in 2019 that basic security should not be reduced below 30 percent. It remains to be seen how the new rules will position themselves on existing judgments, as Friedrich Merz (CDU) indicated.

social security as a human right

The new basic security is part of a more comprehensive approach to social security, which is considered according to BMZ . Social security systems protect against the risks of poverty and contribute to stabilizing individual résumés. International Convention supports these approaches and aim to strengthen social security worldwide.

Stable access to social security systems reduces the susceptibility of companies for violence and unrest and helps in the fight against extreme poverty worldwide. The adaptability of these systems enables also to cushion collective risks, such as natural disasters or economic crises. With the reform, the Federal Government pursues the goal of making the social security system more efficient and performance -oriented, despite the concerns of welfare associations regarding social justice.
