In a top-level discussion that took place on November 10th, 2025, the dbb Saxony-Anhalt, the DGB and the Finance Minister Michael Richter discussed central civil service policy issues. Richter noted that the state could not afford any further financial burdens and rejected all of dbb Saxony-Anhalt's demands, such as increasing allowances for services at inconvenient times and additional job allowances. Ulrich Stock was disappointed by this rejection and emphasized the urgency of concrete improvements.
Criticism and challenges
Particular attention was paid to the current hiring freeze in the state administration, which was criticized by dbb representatives as a “lawnmower method”. They warned that blanket measures without taking into account the actual personnel needs and the shortage of skilled workers could jeopardize the functionality of the administration. The demand for an increase in the annual special payment was also rejected, which indicates a continued blockade on important civil service policy issues.
Finance Minister Richter left it open whether and when the government would implement the collective bargaining results in the public service for civil servants, but he referred to the previous practice of adopting such results. However, dbb Saxony-Anhalt remains stubborn and plans to continue discussions with the departments in order to obtain recognition for the services provided.
