Financing chaos in Saxony-Anhalt: dozens of road projects at risk!

In the last few weeks, the exciting but also worrying situation of road financing has come to the fore in Saxony-Anhalt. While the financing of important highway projects appears at first glance to be secure, there are a number of worrying developments that also threaten the future of federal highways in the country. The Borkener Zeitung reports that there could be delays in the construction of federal roads due to current financial planning. This is particularly clear in the projects on the B2 near Wittenberg, B6 near Großkugel and B188 near Gardelegen, where no building approval can be given, even though the building permits have already been issued. These stagnating projects cast a shadow on the state's infrastructure.

The situation is alarming: State Secretary Stefan Schnorr explained that planned construction measures cannot be started and that orders are outstanding, although there is no threat of a stop to construction. Saxony-Anhalt's Transport Minister Lydia Hüskens is disappointed with the current situation and criticizes the federal government's financing policy. Despite a special fund of 500 billion euros for infrastructure, urgent measures appear to remain uncertain.

The deficit and the consequences

The Federal Ministry of Transport has identified a deficit of around 15 billion euros for federal highways for the years 2026 to 2029. As the press portal reports, a lack of funds could not only lead to further construction stops, but also endanger the general condition of the federal highways. To maintain the existing roads in Saxony-Anhalt, 419 million euros are needed by 2029, but 169 million euros are missing. Not only large projects but also basic traffic safety are in jeopardy.

The federal political relevance of this topic is enormous. The Union parliamentary group vice-president Sepp Müller emphasizes the urgency of financing the promised local bypasses, while Martin Kröber from the Magdeburg SPD focuses on the importance of renovations. Pressure is growing to find solutions to advance these crucial infrastructure projects.

Sources of funding and challenges

The funding basis for federal highways lies primarily with the federal government. According to the Federal Ministry of Transport Since 2005, trucks have also had to pay a toll, which helps finance these roads. The federal states are responsible for the federal highways in their territory, but act on behalf of the federal government. On average, 11.5 billion euros flowed into federal highways annually between 2019 and 2023. But without future investment, they warn, the network of roads, bridges and tunnels will be at serious risk.

Essentially, the priority is to maintain the existing infrastructure. The large projects, such as the expansion of the A14 in the Altmark and the A143 near Halle, seem to be on the safe side, at least for the time being. But concerns about the financing of 74 construction projects across Germany show how fragile the situation is overall. This underlines the need for a sustainable and stable financing policy.

The challenges are enormous and it remains to be seen how politicians will respond to these problems. Courageous decisions are needed to keep the roads of Saxony-Anhalt and beyond in a functional condition.
