Neschwitz faces budget skepticism: unpopular austerity measures decided
The financial situation of the Neschwitz community has deteriorated significantly in recent months. The local council has therefore unanimously approved a budget security concept (HHSK), which provides for measures to rehabilitate the deficit budget. Professor Gerald Svarovsky, who was commissioned to create the HHSK, spoke positively about this step. He has identified savings potential to reduce current expenses and increase income. However, the municipality is faced with a high deficit and impending insolvency, which urgently requires finding solutions to stabilize the financial situation, reports Sächsische.
In December 2024, the draft for a double budget 2024/25 was rejected, which made the creation of the HHSK necessary. In order to increase the additional income, the local council has, among other things, increased the assessment rates for property tax B from 360 to 480 percent and for trade tax from 390 to 420 percent. These measures are intended to bring the community additional annual income of around 93,000 euros.
Unpopular cuts and challenges
In addition to the tax increases, the HHSK also provides for other measures. This includes raising fees and increasing rents and leases. What is particularly noticeable is the annual deficit of around 85,000 euros, which is caused by the municipality's palace and park complex. From April 2026, the introduction of seasonal entrance fees for the park is proposed. There is also talk of selling the facility, but this will involve costs for implementing the admission charge, as outgoing mayor Gerd Schuster notes.
An important project that is causing public debate is the planned construction of a new daycare center. With a calculated cost of 11.3 million euros, this project appears to be too expensive in the context of the HHSK. Anyone connected to the ongoing planning should know that the municipality has already spent 489,000 euros on the planning, which is further fueling the discussion about the financial viability of the project.
Risk management and outlook
Another risk addressed in the HHSK concerns wastewater disposal. Consideration is being given to entrusting the task to a third party, possibly the neighboring community of Königswartha. It is also advisable to get rid of properties that are not needed in order to increase financial flexibility.
The idea of a budget security concept has been anchored in German municipal regulations since 1987. Its goal is to restructure municipal budgets and fully cover expenses within a period of up to ten years. This means that if there is a budget deficit, the only way to make up for it is by releasing reserves or taking out loans. As Sächsische further describes, affected communities can apply for allocations, but only if these serve directly to compensate for a budget deficit.
If the measures decided in Neschwitz are consistently implemented, the municipality could achieve a legally compliant budget by 2028, according to Svarovsky. Of course, this also depends heavily on the general conditions that may arise in the future.
