While in some federal states, such as North Rhine-Westphalia and Saxony-Anhalt, many vacancies could not be filled, other federal states are increasingly relying on career changers.

According to the Conference of Ministers of Education, the proportion of new settings without formal teaching training in Saxony-Anhalt in 2022 is almost 50%. This development reveals the problems associated with the training and recruitment of teachers. Model calculations show that many federal states cannot cover their minimal use of teachers.
