Revolution in teacher training: 13 new impulses for Bavaria's schools!
Regensburg, Deutschland - On May 7, 2025, the report "Teaching Formation for the 21st Century" was published, which was created by a 13-member expert and expert commission on behalf of the Bavarian State Government. This commission, headed by Prof.in Dr. Anita Schilcher, Chairman for Didactics of the German Language and Literature at the University of Regensburg, consisted of a student representative, six members from teachers' associations and six scientists from Bavarian universities. The commission's work extended from summer 2023 to December 2024, and their results were recently presented at a discussion event in Regensburg.
Around 70 participants from various areas such as science, school and seminar training met on May 19, 2025 in the Regensburg University Center for Teacher Education (RUL) to discuss the theses of the report. Prof. Dr. Nikolaus Korber, Vice President for Studies, Teaching and Continuing Education, underlined the relevance of the report for the Bavarian universities and their future development.
content and recommendations of the report
The report is divided into four chapters: Analysis of existing problems, solutions, key points for further development and implementation recommendations, whereby it includes a total of 13 concrete recommendations for action. Prof. In Schilcher emphasized the need for a gradual implementation of these recommendations. A central discussion was about the intended expansion of the teaching degree to 300 ECTS points and the associated opportunities and challenges.
participants expressed both concerns and supportive arguments. Susanne Pröls warned of possible disadvantages of expanding the scope of study, while Nikolaus Kühnhackl criticized the potential standardization of the preparatory service. Nevertheless, there was agreement that a stronger professional reference and a competence orientation in the state examination were necessary.
quality offensive teacher training and their importance
In parallel to these developments, the “quality offensive teacher training” of the federal government and the countries supported reforms at universities from 2015 to 2023. This offensive aimed to improve the educational process into everyday work and to strengthen the qualification of teachers. At 72 universities, 92 projects were encouraged, which deal with the optimization of the structures and support of students. In the projects there was a clear focus on the integration of theory and practice as well as the digital transformation in teacher training. The report of the constant scientific commission of the Conference of Ministers of Culture (SWK) emphasizes that the professional action of teachers is crucial for the future of children and adolescents. Clearly defined qualification and career paths are indispensable for the systematic acquisition of necessary skills. Teachers should have differentiated technical knowledge, didactic knowledge and pedagogical-psychological knowledge. Furthermore, the continuous reflection of one's own actions is mentioned as an essential part of professionalization.
In the context of these developments, the increased claim to the teachers is also emphasized, who have to accompany students over more than a decade in their formative development phase. The social changes require adaptations in the education system, so that teachers not only teach, but also educate, advise and promote school development.
Overall, it can be seen that both the results of the report and the accompanying measures of the quality offensive are pioneering for future training in Germany. The focus is on the demands for clear structures, appropriate training and support of the teachers to meet the requirements of a modern society.
