On November 9, 2025, the debate about protection against digital threats will gain momentum in Thuringia. At a time when content creation using artificial intelligence is becoming increasingly widespread, Thuringian Justice Minister Beate Meißner is calling for more protection against AI-generated child pornography and identity abuse. “Digital violence is real violence,” clarifies Meißner, emphasizing the urgency of the problem.

This critical position was reiterated at the autumn conference of justice ministers in Leipzig, where clear rules for dealing with AI-generated child pornographic content were called for. Thuringia is firmly committed to tightening criminal law in the digital space in order to better protect those affected.

Protection against misuse on the Internet

Another focus of the conference was protection against identity abuse. Social media profiles, photos and names are often used for fraudulent purposes, posing an increasing threat. Meissner pointed out that the sexualization of children in AI-generated images contributes to the trivialization of abuse. It is therefore essential that criminal law explicitly covers the production and distribution of such content.

The ministers unanimously decided to review criminal law to determine the need for action in these sensitive areas. The use of AI models to create deceptively realistic representations without real victims not only has borderline social effects, but also poses a challenge for jurisprudence.

Future prospects and digital developments

In addition to the legal discussion, the focus is also on technical developments that could make everyday life easier.
