But that's not all - the city is under pressure. A second supplementary budget statute must be passed by October 30, 2025 at the latest in order to maintain ongoing business. The regulator has introduced a monthly reporting requirement on the status of liquidity loans, which shows how serious the situation is. The aim is to guarantee that an overview of financial resources is always maintained.

Requirements and challenges

The approval did not come without conditions. There is a fiscal freeze that has been in effect since June 13, 2025 and will remain in place until the end of 2025. Only absolutely necessary expenses may be made during this time. The goal is clear: the city's solvency should be secured. But the challenges are great, as the financial situation has deteriorated significantly in recent months. The originally estimated surplus of around 10 million euros is on the brink and is hardly realistic anymore.

In order to ensure the city's ability to act in the long term, savings and better planning are necessary. The city's forward-looking financial planning is also viewed critically. Those responsible have clearly not shown the best hand here, which is why the supervisory authority has formulated clear expectations.

Future outlook

In the interests of sensible budget management, it is necessary to draw up a revised budget consolidation concept, which must be presented with the 2026 budget at the latest. These measures are necessary to restore financial space for social services and other important expenditure.

The city of Halle is facing a challenge that must be overcome through clever management and clear strategies. Otherwise, the tense financial situation, which will be exacerbated by the impending budget freeze, could lead to further restrictions on services.
