The number of building permits has also dropped alarming: in 2023 only 58,755 new permits were granted, the lowest level in the past decade.
2024, the district registered 1,197 approved but not completed apartments, which leads to a construction overhang with increasing construction costs. This development can not only be observed locally, but also affects other counties in Bavaria. The total number of approved apartments nationwide fell from 65,770 to 55.013.

The situation is increased by comparison with other counties in Upper Bavaria, where sometimes even more serious declines in the new buildings are recorded. The decline in the districts of Starnberg and Garmisch-Partenkirchen was particularly striking, where the numbers have also dropped dramatically. In view of these circumstances, the need for more investments and funding measures is undisputed.
