Daycare vouchers in Berlin: Parents fight for places – software problems!

In Berlin there are currently significant problems with issuing daycare vouchers. Affected parents face the difficulty that no daycare place is available without a voucher. As the daily news reported, the responsible offices in the youth welfare office cannot currently issue any new vouchers or notices of need for the after-school care center. This has a major impact on the work of the clerks, who are severely limited by technical problems in the IT system.

What is particularly worrying is that the daycare centers do not receive any money without a voucher and can end up in economic difficulties. Lars Békési, chairman of the Association of Small and Medium-sized Daycare Providers (VKMK), expresses concerns that this could lead to staff cuts in the facilities. However, parents are advised to still contact the daycare centers to conclude contracts. The voucher can then be submitted later, potentially putting many at risk until the situation is clarified.

What is a daycare voucher?

A daycare voucher, like the one offered in Berlin, is a voucher for free care of children in daycare centers. Children must live in Berlin and be registered to be able to apply for such a voucher. Depending on their age, children can go to daycare for up to 9 hours a day. For children under 1 year, 4 to 5 hours are available half-day, while children over 1 year can be cared for up to 9 hours per day.

Parents must prove that they need care, for example through an employment contract. The application for the daycare voucher must also be submitted 2 to 9 months before the desired start date, and the processing time is usually 6 to 8 weeks. The voucher is valid for three months after signing the contract with the daycare center and can be applied for both online and by post. A personal application to the youth welfare office can also be made, in which case the parents will receive a receipt that can be presented until the voucher is issued.

Challenges in the daycare sector

The current situation is made even more difficult by an increasing number of children with a migrant background. Loud Statistics Berlin-Brandenburg The proportion of these children has increased significantly in recent years - in Berlin from 31.9% in 2014 to 38.2% in 2023. This development requires a rethinking of both the institutions and the educational staff, who have to do more intensive work with children and parents in order to meet the needs of families.

The district is currently asking affected parents to be patient while they work to resolve the issue. Unfortunately, there is no end to the technical difficulties in sight, which is likely to further increase the uncertainty for parents and daycare centers.
