Pilot monitor on political education: essential data for democracy!
A functioning democracy rely on well -founded political education, especially in times of fundamental upheavals. On June 10, 2025, the political education pilot monitor was presented in Berlin, an important instrument that was developed by the Federal Center for Political Education (BPB) as part of a project. Despite the importance of political education, reliable data on occasional structures, processes and results in this area are currently missing. The pilot monitor is now available for free download and provides comparable indicators of political education in the areas of school, university, teaching education and extra -curricular education. These valuable insights are based on both existing and specially collected data.
A central concern of the pilot monitor is to identify the interfaces between the fields of education and to clarify the need for information. The project has been carried out under the direction of four professors since 2021. The first results show that learners in schools receive different opportunities for political education depending on the federal state and school. The political knowledge of students depends heavily on factors such as school, educational qualification, parents' house and origin. Socio -economically disadvantaged groups often have limited access to political education, which endangers equal opportunities.

At universities, the opportunities for qualification in extra -curricular political education are still inadequate. The majority of universities focus on teaching political education, while the preparation of the teachers is often deficient during their studies. A high proportion of foreign political lessons is the result, which negatively influences the quality of teaching. In addition, the training offers for cross and side entrants as well as the further training of active teachers are inadequate, which underlines the need for continuous professional development.
In extra -curricular political education, the density of the actors and educational areas vary significantly. The payment of the teachers is often below their qualification level. Despite open offers, the educational participation of all population groups is not achieved. The pilot monitor draws attention to these challenges and documents the importance of political education in Germany. The desired monitoring is also intended to clearly identify challenges, increase political responsiveness and to dominate existing data deficits.
