Finance senator Stefan Evers (CDU) emphasized that this agreement is a promise to affordability for the tenants. It is 40 percent below the statutory upper limit and 20 percent below the limits agreed in the alliance for housing and affordable rents. Despite this compromise solution, some experts criticized the measure. The Association of Berlin-Brandenburg's housing company (BBU) was skeptical and described the rental stop as economically explosive.
