Where to put the drugs?

Part of the solution could lie in the controlled distribution of cannabis to combat the black market and increase health protection. According to the 2023 annual report of the German Observatory for Drugs and Drug Addiction (DBDD), cannabis remains the most frequently used illegal drug in Germany. A surprising 4.5 million adults use cannabis regularly, and approximately 40% of outpatient and 30% of inpatient treatments are related to cannabis and cannabinoid use. The Federal Government emphasizes the need to expand low-threshold addiction support services in order to reverse this trend.

Streeck also calls for an increased fight against illegal drug trafficking, especially the increasing cocaine trade, which is becoming increasingly cheaper in Europe. In addition, the problems with crack are getting worse, which has both health and social consequences. In this tense situation, the role of the darknet is becoming increasingly important - this is where illegal trading spaces can be found that urgently need to be regulated.

Prevention is key
