In Brandenburg there is a strong push by the state government to relax bureaucratic regulations in the construction industry. A total of 20,000 building regulations ensure that building applications often have to wait months for processing. For many applicants, the waiting game, which in the worst case can take three to six months or even longer, is a real showstopper. But that should now be over: A joint proposal from the coalition of the SPD and BSW and the opposition CDU calls for “faster, simpler and more cost-effective construction”. This application highlights six key points that aim to significantly reduce bureaucracy while enabling innovation in construction companies. A particular focus is on creating more affordable housing. What is particularly positive is that applicants should be informed within four weeks if documents are missing. This should help minimize frustration and move the process forward more quickly. In addition, complete building applications can be considered automatically approved after three months if they are not processed by then.
Reduce bureaucratic hurdles
Another highlight of the new application is the possibility of making changes to the use of existing buildings without a complete building application. This removes one of the biggest bureaucratic hurdles in the construction industry. The introduction of digital building applications by the end of 2025 can also be seen as an important step into the future. SPD MP Matthias Steinfurth is calling for clear and up-to-date regulations that will make the construction process easier.
But not all voices support this initiative unconditionally. Daniel Münschke from the AfD parliamentary group expresses concerns about the technical readiness of the responsible authorities for the introduction of digital building applications. He still sees a lot of catching up to do here, while CDU parliamentary group member Nicole Walter-Mundt is vehemently calling for greater emphasis on digitalization in order to implement the proposal efficiently.
Digital applications and technical specifications
A look at the technical details of the planned digital building applications shows that there will be some restrictions. A maximum of 100 files may be attached and the size of a single file may not exceed 80 MB. The total size of all files should be limited to 200 MB and only documents uploaded in PDF format are permitted. Umlauts and special characters are not allowed in the file names to make editing easier. All of these measures aim to improve conditions for developers and potential homeowners and to make urgently needed living space available more quickly. In times when the housing market is under pressure, the step to reduce bureaucracy can be seen as overdue. It remains to be seen whether the promises will prove themselves in reality - but the signs point to change.
