The need for continuous modernization of hinterland connections is also emphasized by Hamburg's red-green Senate, which wants to further expand the rail share of port transport and is dependent on federal support. The criticism of the Greens in the Bundestag about the use of funds in the special infrastructure fund plays a crucial role, since of the 300 billion euros for the transport sector, only around 5 billion euros are made available per year.

In summary, it can be said that Deutsche Bahn is in a critical phase in which high investments are necessary not only to improve the infrastructure, but also to be optimally prepared for future challenges.
