New regulations for motor vehicle insurance: millions have to pay more!

From 2026, there will be a fundamental reorganization of regional classes in motor vehicle insurance, which will affect around 10 million insured people. How ADAC reports, many car owners will have to expect higher contributions, especially in large cities and especially in the federal states of Hesse and North Rhine-Westphalia.

A large proportion of those insured will be affected by this change: around 24.5 percent, i.e. around 5 million drivers, will have their motor vehicle liability coverage upgraded. In contrast, approximately 5.3 million people in 51 counties benefit from a more favorable rating. However, for around 32.1 million insured people, everything will remain the same, so their regional class will not change.

Regional classes and damage balance

The new classifications are the result of annual calculations by the German Insurance Association (GDV), which are based on the loss balance of the 413 registration districts. Factors such as accident rates, theft frequency, storm damage and repair costs are factored into these calculations, and how World writes, repair costs have recently exceeded general inflation, causing massive losses for motor vehicle insurers.

What is particularly striking is that the Elbe-Elster district in Brandenburg received the best rating with a loss balance of 30 percent below average. In heavily urbanized areas such as Berlin, Essen and Wuppertal, however, the classes are rated high, with Berlin having the highest damage record. Offenbach even has the weakest balance sheet, with damage that is almost 40 percent above the national average. In these regions it is more likely that vehicle owners will have to pay higher contributions.

Overall situation for motor vehicle insured people

What does this mean for drivers? The new regional class classification does not necessarily lead to lower contributions, even if you are classified in a cheaper class.
