Hacker attack on Hoppegarten: community offline for days!

The digital threat from cyber attacks is becoming increasingly urgent for municipalities and authorities in Germany. A current example is the Hoppegarten community, which has been offline for a few days. The reason? A warning of an impending hacker attack has put the local administration on alert. Loud Daily Mirror The State Criminal Police Office has already been called in to take action against the attempted computer sabotage.

The entire municipal administration cannot be reached by telephone or email - a situation that must be remedied as quickly as possible. It remains to be seen whether citizens will be affected by this incident in any other way. What is certain, however, is that there is so far no indication that other communities are in danger.

The need for a cybersecurity plan

The CDU parliamentary group has also reacted to these incidents and is calling for a nationwide cybersecurity emergency plan for municipalities. Domestic policy spokesman Rainer Genilke points out the urgency: In an emergency, quick help is needed. A look at the recent past shows that cyber attacks are not isolated cases. There was already such an incident in Brandenburg an der Havel in February 2023, and Potsdam was offline for around three months at the end of 2022 after an attempted cyber attack occurred. This illustrates how quickly a local administration can stumble.

The challenges are considerable. Loud Grant Thornton German municipalities are increasingly being targeted by cyberattacks, including ransomware and phishing campaigns. These attacks not only endanger sensitive data, but also critical infrastructure. In October 2023 alone, digital systems in over 70 administrations in North Rhine-Westphalia were paralyzed.

Crisis management strategies

In order to counteract the pressure of digitalization and the threats posed by cybercrime, the Federal Office for Civil Protection and Disaster Assistance (BBK) and the Federal Office for Information Security (BSI) have developed a guide. This is entitled “Municipal IT crises: securing the ability to act” and is intended to help municipalities secure their IT infrastructures and respond effectively to cyber attacks.

The guide not only offers recommendations for action, but also describes a fictitious ransomware attack as a common thread example to make the processes understandable. The recommended measures include, among other things, regular training for employees and the implementation of current security measures such as firewalls and intrusion detection systems. Close cooperation between different levels of local government plays a crucial role.

It remains to be hoped that the current events in Hoppegarten will serve as a wake-up call and that the need for a comprehensive cybersecurity strategy will be promoted not only at the local but also at the state political level. At a time when digital sovereignty and security are becoming increasingly important to communities, a proactive approach is essential.
