Something is happening in Brandenburg in the area of digitalization of building permit procedures. On July 14, 2025, the starting signal was given for the nationwide uniform virtual building authority, which egovernment.de highlights in a current report. The aim is to enable applications to be submitted and processed exclusively online and thus leave the annoying paper applications behind us.
20 municipalities can already look forward to this digital solution. The project is supported by various partners, including the Ministry of Infrastructure and State Planning and the Brandenburg District Council. Municipal data protection officers are also involved in the project to ensure that implementation complies with legal requirements.
Digital application made easy
Another plus: builders and draft authors have the opportunity to submit their documents in a virtual project room. A look at vba.brandenburg.de shows that a maximum of 100 files can be uploaded, with each file being up to 80 MB in size. A good hand is required because only PDF files are accepted, and umlauts and the “&” character are not allowed in file names.
The first expansion stage focuses on the digitalization of applications and the provision of building permits. The digitally communicated notices and the ability to submit documents at any time increase the transparency and efficiency of the process.
A role model for Germany
Brandenburg is breaking new ground with this initiative. The project team sees itself as pioneers who structure communication using the xBau standard. The aim is to ensure uniform access to the building supervisory authorities for applicants and the bodies involved. Clear political support and a well-thought-out division of responsibilities contribute to the success of the digital approach. The Virtual Building Authority is not viewed as a one-off project, but rather as an ongoing task that requires continuous adjustments.
The challenges should not be underestimated. The nationwide authorities and the legal framework present those involved in the project with major tasks. Nevertheless, the digital building permit is seen as a groundbreaking step that could serve as a model not only for Brandenburg but for the whole of Germany when it comes to the digitalization of administrative processes.
