In a surprising turn of events, plans for a controversial residential group for young people with special needs in the Uckermark have fallen apart. The decision not to pursue the project any further came today, August 26, 2025, after intensive discussions between the Brandenburg Youth Ministry, the Uckermark district and the Evangelical Youth and Welfare Organization (EJF). The planned home in the municipality of Casekow, which was intended to offer care to young people between the ages of 12 and 18 who feel sexually attracted to children or who have already committed crimes, is not being implemented the time reported.
Mayor Karina Dörk emphasized the importance of adequate care, but it was also clear that the necessary social support for such a project was lacking. Despite the realization that without suitable facilities there is no adequate care for affected young people from all over Germany, it can be said that public rejection was strong. A petition that collected over 3,500 signatures showed clear citizen protests against the “milestone” residential group Northern Courier.
Massive resistance and lack of security concepts
Citizens' concerns ranged from criticism of inadequate safety and child protection concepts to technical questions about cooperation with child and adolescent psychiatry. Many felt surprised by the late information from local politicians about the application process. Concerns were also raised that the facility could potentially accept clients from Berlin, which would have brought additional complications.
“The decision not to pursue the project any further is the right step,” said community representative Christian Gerlach, who expressed relief that citizens’ opinions were taken into account. This happened at the same time as the EJF, the Brandenburg Youth Ministry and the Uckermark district published a press release, which made it clear that caring for young people with complex needs and cognitive impairments remains a socially necessary task.
Focus on protection concepts
The project shows how important it is that social institutions have effective protection concepts. Educational professionals are responsible for creating a safe and secure environment for children and young people. With the reform of SGB VIII in 2021, the requirements for such concepts were further strengthened, so that they are now mandatory in various facilities. A coherent concept is crucial in order to work preventatively against abuse of power and attacks the parity one summarizes.
Although the project in Casekow will not be implemented, the challenge remains to find suitable care facilities for affected young people while at the same time ensuring safety and acceptance in the community. A balancing act that will not be easy, but cannot be ignored due to the social responsibility of the state.
