There are currently passionate discussions in Templin about the Hypar shell complex located in the Bürgergarten. The city council is working intensively on the upcoming additional expenses and the additional requirements that will apply after the opening of a new daycare center. In May 2023, the administration applied for an additional payment of 850,000 euros, which was met with a wave of criticism. Ultimately, however, the city council voted by a majority to release 380,000 euros, which shows that such large projects actually require a certain amount of tact.

In order to do justice to the commitments, new draft resolutions were also discussed in the specialist committees. These include, among other things, 64,000 euros for the daycare center in the hypar shell complex for the 2025/26 budget and 68,500 euros for the completion of the ensemble. Silke Gisder, an employee of the building authority, explained the proposed measures as well as the new requirements from the accident insurance fund and the Ministry of Education. This includes important aspects such as the construction of external railings and sun protection over the play equipment to ensure the safety of children.

New security requirements

The requirements for the hypar shell complex are no coincidence. According to the regulations governing German occupational safety, employers have a duty to avoid risks to the life and health of their employees. This particularly applies to daycare centers. The Occupational Safety and Health Act is a basis that clearly regulates the employer's basic obligations. The comprehensive approach to preventing accidents is substantiated by DGUV regulation 82, which sets special protection goals for daycare centers.

In order to meet the upcoming requirements, additional facilities such as a monitored fire brigade key depot with sabotage protection must also be installed. This is further proof that children's safety is a top priority. Vandalism protection is also addressed for the elevators that have already been planned - three elevators were originally planned for the medium term, but for the time being they limited themselves to one freight elevator in order to regulate costs.

The next steps

The Building and Finance Committee has approved the necessary additional expenditure, and since this is less than 100,000 euros, no resolution from the city council is required. Department head Alexander Köppen emphasized that the city council can always have a say in savings and the overall costs. Above all, the coming measures must be carefully developed because the budgeted money should not be exceeded.

Looking at what comes next, it becomes clear: a lot of emphasis lies on future planning and the continuous adjustments that are necessary for the smooth operation of the new daycare center.
