Germany is upgrading: a million protective positions for all citizens!

Bielefeld, Deutschland - In Germany, the President of the Federal Office for Population Protection and Disaster Aid, Ralph Tiesler, plans to quickly expand shelters. This measure takes place against the background of growing worries about the possible attacks in Russia in NATO. In this regard, Tiesler commented in the "Süddeutsche Zeitung" and emphasized that the perception of war in Germany has changed significantly. The explicit plans provide for the creation of one million protective places that offer both accommodation as well as with food, toilets and possibly field beds. An app and signs are to be used to identify the shelters to point out the population to these facilities. A comprehensive concept is to be presented in the summer of 2025.

The implementation of the plans, however, is a major challenge, since the construction of new bunker systems is both costly and time -consuming. In order to overcome these hurdles, existing infrastructures are used. Tunnels, subway stations, underground garages and basement of public buildings are to be converted into shelters. Currently there are still 579 public shelters in Germany with a total of 477,593 protective places, but which can only be used to a limited extent. In the old federal states, there used to be around 2,000 such facilities, many of which date from the time of the Second World War. According to paragraph 7, these shelters are subject to a structural ban on change.

In recent years, the security situation in Germany has changed significantly. The Russian attack on Ukraine and the flood disaster in western Germany in July 2021, in which more than 180 people died, showed in an alarming way that Germany is insufficiently prepared for emergencies. The federal government then provided funds for the renewal and expansion of sirens. It is estimated that there are currently around 15,000 sirens in Germany, which experts consider inadequate. For a city like Stuttgart, at least 500 sirens would be required in the event of war.

In addition, a new Warn SMS is being developed that should reach both people with smartphones and older cell phones. This technology is based on Cell Broadcast, which is already used in many countries. The Federal Ministry of the Interior has also ordered the inventory of the existing bunkers in order to check their operational capacity because their condition has so far been unclear. A medical reserve is set up to store medication and protective masks for about a month.

In view of the possible dangers, Tiesler also called for citizens to create private supplies on durable food and drinking water. Germany's current food reserve is not enough to supply 83 million people over several months. Instead, it is divided regionally and intended primarily for a few days. Companies should be included in disaster protection in order to be able to produce quickly in an emergency. The coming years will be decisive when it comes to reforming civil protection measures in Germany and creating new standards for the population.

the federal and state governments now have to pull together to manage the intended expenditure for civil protection. The planned investments amount to at least 10 billion euros in the next four years and at least 30 billion euros in the next decade. The increasing threat situation calls for rethinking in society and the state. Everyone involved is required so that the security -related measures can finally achieve an appropriate level.
