Experience the crisis scenarios live: start the game for flood management!

On May 30, 2025, the “Ear from End in Grimhausen” begins at the University of Duisburg-Essen. The aim of this new program is the training and further training of emergency services in disaster protection. Dr. Christian K. Karl and his team have developed a prototype based on a realistic, didactically sound scenario. The focus is on the simulation of a flood event that the city of Grimhausen gets under control, with impassable roads and flooded houses. During the business game, the participants have to make decisions quickly and effectively to react to the constantly changing conditions, including rising floods and logistical bottlenecks. The team is divided into various roles such as operations management, specialist advice and communication managers.

This innovative concept is in line with the increasing need for effective disaster protection strategies, especially with regard to the increasingly occurring extreme weather events in Germany such as heavy rain, hailstorms and floods. These challenges require a high coordination effort between various authorities, organizations with security tasks and civil society, as from the information of region. There it is also emphasized that training and exercises for coping with the crisis are essential, as they help to improve the cooperation of different actors.

The role of plan games in crisis management

The implementation of schedule enables all relevant actors to bring to a table and to identify weaknesses in cooperation. In such a scenario, not only more efficient communication is promoted, but also strengthened decision -making between the various organizations. The East Bavarian Technical University of Regensburg and the district of Oberallgäu are working on a similar concept that promotes the networking of local actors. The development of further scenarios is also considered. The inclusion of interested organizations reaches a new highlight in the collective effort to improve disaster protection in Germany. During the exercises, reflection rounds are carried out in which the participants can discuss their observations and potential for improvement. This is crucial for the identification of organizational risks and the continuous improvement of the measures used.

The interplay of the various players is of central importance in order to promote an increase in the resilience of the population compared to crises. The integration of communication systems and the exchange of information also strengthen trust among those involved. Ultimately, it turns out that business games are not only training instruments, but also act as platforms in order to promote the cooperation between different organizations and to develop overarching strategies.
