New rules for social benefits: protests in LUP are coming to a head!

A fundamental redesign of social services is pending in the Ludwigslust-Parchim district (LUP). As the Northern Courier reported, significant additional costs as a result of collectively agreed salary adjustments and the new regulations of the Budget Accompaniment Act are the main reasons for this restructuring. The budget accompanying law is intended to enable more efficient use of tax money and improve the documentation of these expenses.

Support services for people with disabilities are particularly affected. In the future, these should no longer be granted individually, but rather according to a catalog of classified disabilities. This decision is met with strong resistance from disabled people's associations and social institutions, who fear that individual support needs are not being sufficiently taken into account.

The effects on integration assistance

Integration assistance is a mandatory municipal task that enables people with disabilities to participate in society. This assistance is applied for and paid out to the district, but there are sometimes options for refinancing through the state, federal government or health and nursing care insurance companies. The BMAS emphasizes that social security in Germany is regulated in the Twelfth Book of the Social Code (SGB XII). This includes, among other things, benefits such as assistance with living expenses and basic security in old age or in the event of reduced earning capacity.

A large part of social support measures relates to care assistance for people in need of care whose equity may not be sufficient to cover the costs of a nursing home. As care costs rise and the population ages, this could place further strain on household costs.

Upcoming challenges and possible solutions

Experts are already warning of rising costs for those in need of care, as the care rate negotiations between the providers and the health insurance companies have not yet been concluded. This limits the financial possibilities of municipalities, especially when it comes to voluntary services such as support for advice centers.

In order to counteract this difficult situation, the planned budget resolution for the district council meeting in December could bring a small rescue. Despite the challenges, LUP is one of the financially strong districts in Mecklenburg-Western Pomerania, which is due to the relatively high tax revenue. Nevertheless, it is recommended to take a look at the future development of the budget situation in order to secure the social infrastructure in the long term.

In view of the many challenges that the district is facing, it is to be hoped that the concerns raised by social institutions and disabled people's associations will be heard and incorporated into future planning so that individual support for those affected does not fall by the wayside.
