New rules for cell phone use at schools in MV: goodbye to distraction!

There is excitement in the school sector: cell phone use in schools is becoming increasingly regulated in Germany, and each federal state has its own approach. The developments in Mecklenburg-Western Pomerania in particular stand out, where schools now have the say when it comes to the use of private smartphones. Education Minister Simone Oldenburg has formulated clear recommendations that offer schools some flexibility, but also set strict guidelines.

In grades 1 to 9, the use of cell phones is expressly prohibited throughout school. This includes not only lessons, but also breaks and school events outside of school. The students should be able to learn without distractions, says Oldenburg. Use is only permitted in clearly defined exceptional cases – such as urgent calls to family or for health reasons. By excluding private devices, teachers gain more control, which not least helps combat distractions, computer addiction and bullying.

Regulations and recommendations for schools

The recommendations were developed together with representatives of student, parent and teacher associations, which underlines the practical relevance of these measures. Many schools have already put their own rules into effect, while others are due to hold consultations by March 2024 at the latest to adapt their regulations. Although there are no requirements for the storage of smartphones in order not to place an additional burden on schools, reference is made to the responsibility of the school authorities who are responsible for the infrastructure.

An interesting aspect is that private smartphones may be allowed in grades 10 to 12 under certain conditions. There is already the possibility that the use of cell phones from grade 7 onwards can be approved for special learning situations. This means that schools have the chance to find pragmatic solutions and promote the use of digital media in an age-appropriate manner.

The importance of cell phone usage rules in other federal states

The North Rhine-Westphalia Ministry of Education supports schools with templates and orientation aids. The aim is to establish responsible media behavior and to offer age groups specific cell phone usage rules that are tailored to the respective school situation. A test phase is intended to ensure that the regulations actually work and can be adjusted if necessary.

Bavaria has also focused on the use of smartphones. There is a general ban on cell phones in primary schools and special schools, while in secondary schools individual regulations can be made depending on the school community. Schools have the freedom to develop differentiated arrangements that meet the needs of both students and teachers.

The discussion about cell phone use in schools shows one thing very clearly: It is time to set clear pillars for the use of digital media that both promote and protect. In the fast-moving digital world, schools not only have to impart knowledge, but also create effective framework conditions designed for this purpose.
