Causes and problems of abuse

The fraud mechanisms are diverse. Migrants from other EU countries often take advantage of their freedom of movement to infiltrate the social welfare system in Germany. These practices result in a heavy burden on social security funds, while job centers have to contend with high levels of control and a lack of staff. The recent cuts in 2024 and 2025 have not improved the situation as they further limit funding for job integration and job center administrative costs.

Another challenge is the lack of nationwide recording of fraud cases by the Federal Ministry of Labor. The job centers are therefore urgently calling for automatic data comparison between different authorities and electronic payment of wages in order to counteract this abuse.
