Success for Citizens' Initiative: Resistance to Bau am Ziegelsee!
In a tension -charged meeting on July 14, 2025, a turn is emerging in the construction project at the Schwerin Ziegelsee. Contrary to the plans of an investor, a citizens' initiative has resisted and successfully spoken out against the construction of 190 condominiums, as the Ostsee-Zeitung . Residents had clearly expressed their concerns in the city council and thus caused a lively discussion.
The investor plans a new harbor promenade near the listed memory and crane, but the citizens' initiative indicates urgent problems: questions of the dense development and the shortage of parking space were taken up by the city representatives Gerd Böttger (Die Linke) and Arndt Müller (Bündnis90/Greens/the party). These concerns led to an application to regulate construction masses and shots unmistakably.
The coordination and its consequences
In the serious vote, the application received a majority to allow no exceptions to the building mass, the floors and the construction boundaries. This decision could now be checked before the administrative court, which questions the further development of the project. Silvia Rabethge (CDU) emphasized the need for a public residents' meeting to address the concerns of the residents.
The property currently belongs to an entrepreneur from Northwest Mecklenburg who pursues larger blueprints. The first investor, hit, had gone bankrupt after wanting to develop almost 100 condominiums at the memory hotel. The current project is now in the preliminary building request, while the public citizens' participation should take place in the opinion of the conservationists.
public participation in Germany
The case on the Ziegelsee also lives a light on the importance of public participation in the land use planning. According to the guidelines of the Building Code (BauGB), residents must be included in the planning process at an early stage, which can be done, among other things, through public planning discussions and publications. A uniform procedure applies here for all federal states, which is intended to increase transparency in urban planning, such as Mittemachen Berlin
These participation processes take place not only in Schwerin, but also in other German cities, whereby the responsible authorities are responsible for the evaluation of the statements. In Hamburg, for example, the results of the discussions must be presented to the city planning committee for the decision, such as "https://www.hamburg.de/politik-und-verwaltung/behoerden/behoerde-fuer-stadt-undwohnen/themen/stadtentwicklanung/baulheitplanung/Oeffentei-BeTung--start-52088" Class = "Source_3"> Hamburg.de .
The developments around the Ziegelsee clearly show how important the integration of the citizens is. The resistance to such construction projects not only reflects the fears of the residents about their quality of life, but also the urgent need for a harmonious coexistence of new buildings and existing infrastructure.
