At the heart of the political debate in Mecklenburg-Western Pomerania is currently the ratification of the Eighth Amendment to the Interstate Broadcasting Treaty, which is causing a lot of excitement. David Wulff, the FDP member of the state parliament, was critical of the changes, which, according to him, could weaken parliamentary control and result in an automatic increase in broadcasting fees. “If there is no objection from the states, there can be increases of up to 5% annually,” said Wulff. This regulation transfers decision-making power from the state parliaments to the executive branch, which reduces trust in democracy. The FDP politician even speaks of a “state-organized compulsory levy”.

But it's not just the FDP that has concerns. The AfD, represented by Thomas de Jesus Fernandes, also announced that it would terminate the state media contracts if it came into government. In contrast, the SPD, Left and Greens support the changes to the law. Prime Minister Manuela Schwesig (SPD) sees public broadcasting (ÖRR) as a “guarantor for democracy”, but also expresses the desire for constant self-reflection and responsible use of money.

Changes in broadcasting law

The new contribution model provides that a KEF recommendation goes directly into a simplified procedure if no objection is received from the federal states. The objection quotas are staggered according to the rate of increase of the KEF recommendation: For an increase of up to 2%, three countries require an objection, between 2% and 3.5% two countries are required and for an increase of 3.5% to 5% a single country is sufficient. The existing state contract procedure only remains in place if the increase exceeds 5%.

The CDU did not actively support these regulations and abstained from voting. In the political landscape it is clear that the issue of broadcasting financing is heating up many minds and the discussions about transparency and democratic control will continue to be intense.
