Students at public schools receive the most important books and publications free of charge, but only on loan. However, materials that are consumed or remain in the possession of children are not covered.

Special regulations for materials

A sticking point in the conflict is the parents' own contribution, which is a maximum of 30.86 euros per child per school year. It becomes critical in cases where the required materials are more expensive than this subsidy. A concerned mother has made it clear that the cost calculation for the necessary supplies is not transparent enough and is angry about the practice, which makes it difficult for parents to keep track.

Interestingly, the matter has also been looked at from another perspective recently: from the 2018/2019 school year onwards, conditions have improved in many regions such as Berlin. There, primary school students receive all learning materials free of charge, according to information from berlin.de. The list of free materials includes textbooks, workbooks and all kinds of reference books. When the personal contribution arises from the 7th grade onwards, it is set at a maximum of 100 euros. A much more regulated system that should probably cause fewer headaches for parents.

Responsibility for the teaching materials is not only delegated to the school authorities, but also to the schools themselves.

The pressure from parents and parent representatives will continue until all discrepancies in the system are resolved. Until then, those affected can only do one thing: show patience and hope that solutions are in sight.
