Mothers' pension 3: Federal Government is planning a large reform for pensioners!
Deutschland - The Federal Government announced a comprehensive reform of the retirement pension today, on June 5, 2025, which will primarily affect the mother's pension. This reform, which is referred to as the "mother's pension 3", is intended to ensure the equality of all mothers in pension insurance and could benefit up to ten million pensioners. The planned measure stipulates that mothers whose children were born before 1992 will receive three earnings points per child in the future, instead of the 2.5 pension points that are applicable so far. This innovation is viewed by many as a step in the right direction to eliminate the unequal treatment between mothers with children born in front of and after 1992. According to RuHR24 , the financing of this reform is mainly provided through tax remedies.
In the coalition agreement between the Union and the SPD, the "completion of the mother's pension" is already firmly anchored. The reform is still controversial, since the German Pension Insurance (DRV) estimates that the complete expansion of the mother's pension could cost around five billion euros a year. DRV President Gundula Roßbach has requested complete financing from tax funds to avoid an increase in the contribution rate in pension insurance. Critics of the reform warn of an additional burden on the social budget.
background information on the mother's pension
The mother's pension itself was first introduced in 2014 to take into account the educational times of mothers who born children before 1992. Since then there have been several adjustments. The mother's pension II, which came into force on January 1, 2019, increased the crediting of up to 2.5 years of child education. Currently, mothers who born children after 1992 receive up to three years of education and thus three earnings points. This means that you can expect a higher retirement pension, which is particularly advantageous for women who are often affected by old age poverty, as Dia-vorsorge notes.
A look at the data shows that old -age pensions have increased significantly for mothers in the past decade. For example, the average pension for mothers with a child from 582 euros in 2010 rose to 907 euros in 2022. There were also significant climbs for mothers with two, three and four children. A pay point has increased the pension by 37.60 euros (gross) since July 2023.
The mother's pension aims at rewarding parents' educational performance and thus enabling a fairer pension. However, the results of the reform have not yet been fully realized due to existing inequalities in the pension system. As German pension insurance currently benefit from the mother's pension, including fathers, equal parents and other educators.
