Investments in disaster protection: Dobrindt calls for radical reforms!

The discussion about disaster protection in Germany has gained momentum in the last few weeks. Interior Minister Alexander Dobrindt is making a clear cut and is demanding that both the federal and state governments invest more money and better structures in this sensitive area. He is convinced that the current measures are not sufficient and calls for a comprehensive overview of the existing organizational structures. The need is great because the challenges are diverse. How MDR reported, there are not only natural disasters in the room, but also technical accidents and major disasters.

A concrete suggestion from Dobrindt's corner is shelters based on the Israeli model. Especially in times when climate change is causing more and more extreme weather events, protecting the population is becoming increasingly important. Thuringia, for example, is planning to invest around 62.7 million euros in fire services and disaster control over the next few years. Saxony-Anhalt is even calling for a civil defense helicopter to be stationed in order to be able to react quickly and effectively in emergency situations.

Modern technologies in disaster protection

But it's not just the money that counts. The way we respond to disasters also needs to be reconsidered. More and more voices are calling for modern technologies and digital networks to be incorporated into disaster protection. As part of the “Digital solution approaches in disaster and civil protection” event, experts discussed the possibilities that arise from digitalization. How Municipal Digital Forum explains, digital strategies are becoming increasingly important in responding to the challenges of the current era.

Simulation technologies and digital twins play a central role. They improve the responsiveness and efficiency of emergency responders, while automated systems support rapid responses to emergencies. Martin Zeidler from the German Federal Agency for Technical Relief (THW) emphasizes that good preparation forms the basis for coordinated reactions in crisis situations. The example of a severe weather early warning system in Ergoldsbach shows how important it is to identify risks early.

Artificial intelligence as a game changer

But that's not all. The integration of artificial intelligence (AI) could revolutionize disaster response. AI-driven algorithms enable real-time threat analysis. Thanks to these technologies, the speed and efficiency of rescue operations is significantly increased. How Digital Digest reported, such systems can be used to evaluate weather data and social media in order to carry out more comprehensive situation assessments. Automated warning systems could act as the first alarm when danger is imminent.

One thing is clear: In order to master the challenges of the future, comprehensive cooperation between the various levels of society is required. While some municipalities, especially in Saxony-Anhalt, are urgently pushing for more support from the federal government, it is also up to those responsible to promote innovative solutions and provide the necessary digital infrastructure.

A report on the financial situation of the municipalities is already underway and should deliver results next year. It remains to be seen how the situation will develop and whether Germany's civil protection system will undergo the urgently needed modernizations. However, one thing is certain: strong commitment and modern technologies are essential to protect the population in the best possible way.
