Saxony-Anhalt: Cannabis cultivation associations on the road to success!

On July 1, 2025, the State Office for Consumer Protection (LAV) in Saxony-Anhalt will take an initial assessment of the Consumer Cannabis Act, which came into force on April 1, 2024. This law enables the partial legalization of the use of consumer cannabis and has already brought about some progress. In the implementation phase so far, 22 applications for permission for cultivation associations have already been submitted to the LAV, 14 of which were approved. The goal? To provide a safe and regulated environment for home cultivation of cannabis.

The LAV is responsible for checking the approval of these non-commercial associations and cooperatives. The requirements are clearly defined: What is particularly important is the reliability of those responsible and the implementation of suitable safety and health protection measures. To ensure compliance with these standards, the LAV plans regular inspections in approved growing associations. Not only the documentation, but also the quality of the cultivated products is examined. Regulations and fines

The regulations for community cultivation will come into force nationwide on July 1, 2024, followed by the entry into force of the regulations for the deletion of entries in the Federal Central Register on January 1, 2025. This is intended not only to create a new legal framework, but also to clean up old entries that have made the path to cannabis legalization more difficult. At the same time, a catalog of fines was drawn up, primarily to support youth protection measures. For example, there are fines for consumption near schools and kindergartens. In order to address the failures in the area of ​​addiction prevention, training for prevention officers is also offered. They must provide proof of participation in addiction prevention training, with the first courses starting in September 2024. The aim is to provide the prevention officers with the necessary knowledge about etiquette and offers of help in the area of ​​cannabis prevention.

Overall, it can be seen that the entry into force of the Consumer Cannabis Act represents an important step towards a regulated cannabis policy in Germany.
