The installation of balcony power plants is booming in the heart of Saxony-Anhalt. By the end of June 2025, over 27,000 of these small, powerful solar systems had been registered, which represents a significant increase compared to previous years. Sebastian Striegel, the energy policy spokesman for the Alliance 90/The Greens parliamentary group, highlights that more than 5,700 new systems were installed in 2024 - that is more than twice as many as in the previous year. Cities such as Magdeburg, Halle (Saale), Dessau-Roßlau and Stendal in particular top the list of new installations, while rural areas still have untapped potential.

The attractiveness of these systems lies not only in their contribution to the energy transition, but also in the reduction of electricity costs. Striegel points out that targeted support programs for low-income households are necessary to further promote the spread. Local advice, especially in apartment buildings, plays an important role in driving the decentralized energy transition. A recent ruling by the Halle Regional Court also strengthens the right to operate balcony power plants in allotment gardens - a further step towards energy self-sufficient households.

Funding programs and support

Saxony-Anhalt is actively involved in promoting photovoltaics. The government offers various programs and financial support to encourage households, businesses and communities to invest in solar energy. An example of this is the “Saxony-Anhalt SPEICHERT” program, which provides financial support for solar power storage. However, there is currently an application freeze for this program. There are also bonuses of up to 1,000 euros for installing charging points for electric vehicles.

With the complete VAT exemption for solar systems since January 2023, there are additional savings that reduce investment costs. The feed-in tariff for excess electricity from these systems averages between 7 and 10 cents per kWh, which represents an additional incentive for private investors. The demand for balcony power plants is growing and the trend is continuing. Statistics show that around 580 systems were installed in 2021, while the number increased to 2,400 in 2022 and to around 7,000 systems in 2023. Alice Zink from the Energy Solar Platform emphasizes how important it is for those interested to find out about possible subsidies and to maximize their own electricity production. Political discussions about the future of these technologies are also gaining momentum.

A look into the future shows that Saxony-Anhalt is on the right track to achieve both economic and ecological goals. Despite all the momentum for the energy transition, the challenge remains to include rural regions in this progress. A good hand in promoting destination projects could be crucial here.
