A lot is happening in Lusatia. A recent survey has shown that over two thirds of the population believe fundamental changes are necessary. Almost 69% of those surveyed feel that change in the region is essential for the future. This survey was carried out by the MAS Society for Market Analysis and Strategy in March and April 2025 and clearly shows that the desire for change will be most pronounced in 2025. But what is the mood among the population? Despite the growing recognition of the need for change, sentiment remains largely stable and even slightly optimistic, the noted Saxon newspaper.
But there are also worry lines. Fears about the labor market, rising inflation and the general economic situation remain high. In Central Germany in particular, only 47% support the energy transition, while in Lusatia this number is 44%. An early phase-out of coal, which is often seen as a solution, is rejected by the majority of citizens there. What becomes clear here is that we are not just talking about changes, but also about necessary steps in structural change.
Political framework conditions
The coal phase-out and the associated structural changes have not just been an issue since yesterday. The federal government set up the “Growth, Structural Change and Employment” (KWSB) commission back in 2018. Their goal was to reach a consensus on the coal phase-out in a debate across society, which was also reflected in the reports Federal Government is held.
With the Coal Phase-out Act, a clear roadmap was finally developed that should end all coal-fired power generation in Germany by 2038 at the latest. The implementation of this law, which was passed in July 2020, presents both challenges and opportunities for the affected regions. This is intended to actively support structural change.
Economic prospects
A central point in structural change is the creation of new jobs. At least 5,000 new jobs are to be implemented in federal authorities in the lignite regions by the end of 2028. In addition, various programs, such as “Enterprise Revier”, support innovative ideas for structural change. But something is not only happening at the federal level; Regional initiatives are also in great demand in order to successfully shape the change.
The path into the future is paved with possibilities, but also fears. It remains to be seen how the population in Lusatia will react to the upcoming changes. However, one thing is certain: the region is on the verge of a groundbreaking transformation, and the coming years will be crucial in shaping its economic and social prospects.
