In Leipzig, daycare places are currently at the center of an intensive debate because the city is faced with a surplus of daycare places due to falling birth rates. According to a report by the Leipzig Internet newspaper Over 4,000 places remain unfilled, which puts pressure on the youth department. City councilors had originally assumed that capacities would have to be increased, but developments show a different picture: in the kindergarten sector, only 21,579 of the 23,348 available places were occupied.
Current figures speak for themselves: While the occupancy rate in the crèche area is still at 73.1 percent, the kindergarten area is better frequented at 92.4 percent. Nevertheless, we have a mathematical oversupply here, which is around 2,126 places above the desired target of 30,561 places. The districts of the southeast, center, old west and west are particularly affected, while other districts such as northeast, east and south are also considered to be potentially oversupplied.
Decline in birth rates and financial challenges
An outlook on birth rates shows that 2024 saw the lowest birth rate recorded since 2013, with a significant decline of 9.2 percent in eastern Germany. This situation has a serious impact on the daycare landscape, with unused places becoming a financial challenge for the providers, especially in Leipzig, who are dependent on fewer children and fewer parental contributions. That's how he reports Northern Courier that in Saxony-Anhalt, daycare centers have already been terminated due to the declining numbers.
The city administration of Leipzig has also shown an investment-friendly approach. In recent years, massive investments have been made in new daycare places, but the number of children has not increased to the same extent. According to the city council's latest resolutions, which were passed at a meeting on Wednesday, the daycare needs planning for 2023 was confirmed - despite the creation of 35,411 childcare places, which should not result in any closures for the time being MDR.
Future prospects and upcoming measures
The daycare center construction strategy, which has been discussed for a long time, focused on both the existing places and the need to close the older daycare centers that were in great need of renovation. However, at the current city council meeting it became clear that the financial resources for the renovation are limited, as the city currently only has 10.4 million euros of the required 86 million euros.
Some daycare construction projects have already been canceled, including those that were deemed urgently necessary. The city council has also decided to develop a long-term strategy for the daycare landscape, which is to be presented in the third quarter of 2023. It remains to be seen how these decisions will affect the immediate care situation in Leipzig.
