A lot is happening in Leipzig - especially in housing construction, which is increasingly coming into the spotlight. The city is planning to make significant savings to consolidate its budget and has decided on savings amounting to 26 million euros. These savings affect a wide range of areas, including accommodation for Ukrainian refugees, housing construction, solar roofs and after-school care centers. Despite these cuts, the city council has given approval for the construction of 1,100 new apartments on the edge of the southern suburb, giving citizens in the region hope for more living space. As a result of these developments, Buwog plans to begin development work in the ground from 2026. Several construction phases are planned, with initial completions by 2030. The construction of a track triangle at a height of 3.50 meters in the southwest of Leipzig is another infrastructural point that also appears in the construction program. Meanwhile, Dieskaustraße is facing extensive renovation work, which will result in trams turning around in the Windorfer/Dieskauer Straße area.

Challenges for the LWF

However, the Leipziger Wohnungs- und Baugesellschaft (LWB) is not only facing new projects, but also significant challenges. The LWB is planning to renovate three apartment blocks on Kochstrasse and August-Bebel-Strasse, but discussions with the city council about these measures have not yet been completed. The rocket in construction prices is putting pressure on the LWB to minimize renovation costs of 4,000 euros per square meter. In this context, the LWB presented the mayor with three options for implementing the council decision. These variants could result in outpatient cost increases through comprehensive participation in planning, such as l-iz.de reported.

Also under discussion – the minimal variant for the renovation of the Kochstrasse 13-15 property, which deviates from the original plans. The modernization levy for existing tenants is limited to a maximum of €2/m², which poses an economic challenge for LWB. In order to secure the renovation measures economically, the LWB is examining, among other things, the use of public funding.

Social housing projects in focus

Another project that has gained momentum thanks to the financial injection of 5.9 million euros from the Free State of Saxony is the construction of a new residential area on Johannisallee. Nine apartment buildings with a total of 202 apartments will be built here, more than half of which will be subsidized as social housing. The foundation stone was laid on May 23, 2025, and completion of the new building is scheduled for April 2027. The demand for living space in Leipzig remains urgent, even if, according to the left-wing factions in the Saxon state parliament, the existing financial resources may not be sufficient to comprehensively alleviate the housing shortage.
