Recently there have been significant innovations in the area of support for people with disabilities, which are of great importance not only for those affected, but also for their relatives. A central point is the switch to individual benefits, which will come into force in Saxony-Anhalt from January 1, 2024. Instead of receiving flat-rate assistance, those affected will in future be able to choose from various modules in order to actively shape their participation in social life. MDR reports that the modules include services for participation in the workplace, education and social participation.
These new regulations aim to enable people with disabilities to participate in social and professional life. The participation services provided within the framework of the Social Code, SGB XIV, are also intended to make it easier for those affected to live a self-determined and active life. The Federal Ministry of Labor and Social Affairs highlights that from 2024 these benefits will be granted regardless of income and assets if the need is due to a damaging event.
Innovation in integration assistance
Since the reform of integration assistance on January 1, 2020, fundamental changes have also come into force in this area. Integration assistance, which was previously part of social assistance (SGB XII), is now anchored in SGB IX, Part 2. This separation of specialist services and subsistence services is intended to enable people with disabilities to be supported better and in a more targeted manner. Life support describes that submitted applications now require the determination of an overall needs assessment plan in order to better identify individual resources and needs.
The new regulations also stipulate that people with disabilities can help shape their participation services themselves if several alternatives are available. This self-determination is an important step in improving the quality of life of those affected.
Changes in the application process
The application process for integration assistance is very important. Since the reform, it has been necessary for applicants to clearly explain their needs and for a professional needs assessment to be carried out by the integration assistance providers. The approval of participation benefits is no longer dependent on other compensation payments, which is a noticeable relief for many of those affected.
Another advantage is that the cost contribution is no longer just determined by the partner, but rather based on the income of the applicant himself. This regulation relieves the financial burden and ensures that people with disabilities are better supported, even in financially difficult situations.
