A significant renovation has begun on Kopernikusstrasse in Zwickau: the demolition of the run-down house 1 of the asylum accommodation is in full swing. Over the last few days, more than half of the building, which dates back to the GDR era, has been razed to the ground. This approach is part of a comprehensive renovation and modernization of the accommodation, which offers a total of 300 places and is an important contact point for asylum seekers, including Ukrainian refugees. Last year, two new, smaller residential buildings – Houses 1A and 1B – were built behind the old building. In addition, the newer House 4 was constructed in the same modern style. This reflects the district office's decision to continually modernize the accommodation and adapt it to today's needs.
Legal framework for accommodation
The legal basis for the accommodation of asylum seekers, Ukrainian refugees and late repatriates is laid down by the Saxon Refugee Admission Act (SächsFlüAG) and the Saxon Act on the Access of Late Repatriates (SächsSpAEG). These laws oblige the Zwickau district to provide suitable accommodation. Since 2008, the operations of the accommodation facilities have been taken over by third parties, such as European Homecare GmbH from Essen or the Diakonie Westsachsen Foundation.Zwickau District
The accommodation situation in the Zwickau district currently includes four centrally operated communal accommodations with capacities between 599 and 849 places as well as six decentrally operated communal accommodations. A total of 2,984 places were made available by the end of February 2023, although the occupancy rate varies in different categories. Occupancy is particularly high in the dormitories, which are 93% full.
Forecasts and challenges
An occupancy of around 15,000 asylum seekers in Saxony is forecast for 2023, with Zwickau potentially accounting for a rate of around 7.62%. This requires an expansion of the existing capacity by around 850 places, as the forecast calls for a total occupancy of 3,895 to 4,165 places by the end of the year. These figures are not only a challenge for the local authorities, but also show the necessary development to meet the needs of refugees and society.Saxon Refugee Council
Overall, the situation for many refugees in Saxony is tense. A negative development of decentralized accommodation is increasingly being observed. While the Erzgebirgskreis stands out positively from the negative rates, other regions, such as Dresden and Bautzen, are struggling with a lack of structures and increasing occupancy in the reception facilities. A worrying aspect is the psychological stress that many refugees are exposed to, which is reflected in the increasing number of suicide attempts and other social problems.
The current developments in Zwickau show how important it is to find sustainable solutions for accommodating people in need and to continuously modernize existing structures. The demolition of the old house 1 is only the first step on this path.
