In Zwickau, a 44-year-old man tried to steal from shops twice on Saturday afternoon, August 24, 2025. The Pole was noticed as a repeat offender and caused a stir in the city center. He initially went to a drugstore where he tried to steal perfume worth 1,275 euros. But the store detective had a watchful eye and caught the man before a successful theft occurred. After the police established his personal details, the man was initially released, but this quickly turned out to be a mistake.

A little later, the same agenda: The thieves tried his luck again. This time he wanted to steal a jacket from a sports store worth 120 euros. But thanks to attentive passers-by who recognized his suspicious behavior, the police were alerted. While fleeing, the man was finally arrested in the immediate vicinity. He will be brought before a judge on Sunday, which may not save him from attempting the crime for only the second time, and the hope of an unpunished return is likely to be a long way off.

Shoplifting on the rise

However, these incidents are only a small part of a larger problem. Shoplifting has been increasing rapidly since the Corona pandemic, and at alarming levels. According to reports, the retail industry invested a total of 1.55 billion euros in theft prevention in 2023. The number of reported thefts has reached an all-time high, with around 426,000 reports, which is the highest number since 2006. The increase is partly due to inflation and falling purchasing power, as well as the emergence of professional gangs of thieves, which, with just 6 percent of all thefts, cause an astonishing 30 percent of the total damage.

Such incidents are not only annoying, but also costly, especially for retailers. According to estimates by the EHI Retail Institute, around 100,000 shoplifters go undetected on every sales day - with an average value of goods of 117 euros. Last year as a whole, losses due to theft totaled an estimated 4.1 billion euros. This not only means direct losses for retailers, who ultimately have to incorporate these costs into pricing, but also a significant loss of tax revenue for the tax authorities, where more than 500 million euros in VAT are withheld.

The sentence in Germany

There are clearly noticeable consequences for the perpetrators. German criminal law provides for up to five years in prison or a fine for simple shoplifting. In the case of serious theft, penalties can range from three months to ten years. The juvenile criminal law, which includes punishment in the form of community service, applies particularly to young perpetrators. In the context of rising theft rates, retailers are increasingly turning to modern security measures, from surveillance cameras to smart camera systems, which could potentially be the future of shoplifting prevention.

The incidents in Zwickau are representative of a development that can also be observed in other cities. What to do against thieves in retail? It remains to be seen how society and the economy will respond to these challenges. The case of the 44-year-old man shows all too clearly that the problems in retail are complex and require solutions that are effective in both the short and long term.
