Study reveals: Five points for the future of Deutsche Bahn!
A new study analyzes the performance of Deutsche Bahn in a European comparison and identifies key areas of action for a better railway. The study will be discussed in a video conference on June 18, 2025, exclusively for EVG members.

Study reveals: Five points for the future of Deutsche Bahn!
The debate about the future of Deutsche Bahn is becoming increasingly heated and the need for action is growing. A recent study by the EVG shows how Germany compares to other European countries and what steps are necessary to improve rail transport. The study, which was commissioned by the Hans Böckler Foundation and carried out by the consulting firm SCI Verkehr, presents five central areas of action that should promote a flexible rail policy.
The five success factors identified include:
- Gesicherte überjährige Finanzierung
- Zielorientierte Mittelvergabe
- Klare Verantwortung für gemeinwohlorientierte Unternehmensbereiche
- Konsequent Digitalisierung
- Integrierte Verkehrspolitik
The situation of Deutsche Bahn in a European comparison
But how does it compare specifically to other European countries? In addition to Germany, the performance of railways in Switzerland, Austria, France, Spain and Poland was also examined. These countries show how things can be done differently – and how the rail infrastructure can be optimized. Negative headlines have highlighted the need for a rethink in rail policy Private railway magazine highlights.
A problem that is repeatedly raised is the differentiation between corporate areas oriented towards the common good and those oriented towards competition. A clear focus must be placed here in order to use financial resources efficiently. The study shows that secure financing is essential for economic action and a high-quality network structure.
Digitalization and future events
Digitalization is the key to increasing efficiency. Systematic strategies, such as the introduction of the European Train Control System (ETCS) and digital signal boxes, are being discussed. The goal of expanding rail transport as an environmentally friendly transport alternative should not be lost sight of, especially in view of the CO2 reduction targets.
An important video conference to discuss the results will take place on Wednesday, June 18, 2025, at 6 p.m EVG -Members are invited. Speakers such as Alexander Borchers and Tristan Mittelhaus from SCI Verkehr will explain the results in more detail. Registration is required and can be done via a link provided - however, it should be noted that if demand is high, the number of participants may be limited.
The detailed study “Rail transport industry analysis – inventory for a better railway in Germany” comprises 150 pages and is available free of charge on the Hans Böckler Foundation website. Anyone who is interested in the future of the railway should quickly find out how Germany compares to Europe and what reforms are necessary to finally make progress again in the rail network. The analysis shows that it is time to set a new course in order to take the right course in rail policy.
