October 1, 2025 marks not only German Unity Day, but also a significant step in the digitalization of Germany. O2 Telefónica recently announced a comprehensive network expansion strategy aimed at strengthening mobile coverage across the country. According to telefonica.de, the company plans to build four times as many cell towers in the next two years to significantly improve the network. For example, a new location near Jena is being put into operation to close dead spots and promote the digital infrastructure in Thuringia and beyond.
With this initiative, O2 Telefónica is responding to the growing demand from consumers and companies. A survey by the market research institute SKOPOS shows that 92.6% of those surveyed consider stable reception to be essential, and over 90% are convinced that high-performance networks secure Germany's future. Particularly worrying: 75% of those surveyed are dissatisfied with the current network expansion, with many calling for faster government funding and fewer bureaucratic hurdles. This aligns with the increasing need for reliable mobile services across numerous sectors.
The need for high-performance networks
The federal government has also made the expansion of digital infrastructure a priority. Fast internet and the latest mobile communications standards are crucial for the modernization of Germany as a business location. In a recently published report, the Federal Government emphasizes that the construction of cell phone masts is now given more weight in the approval process. The regulations are intended to help streamline the approval processes by December 31, 2030 in order to ensure access to stable networks even in times of crisis such as the corona pandemic or natural disasters.
The need for a comprehensive 5G network is also strongly demanded by companies: 94% of medium-sized companies need reliable network connections for their business, while 89% fear serious consequences if the network quality declines. The majority of companies attach greater importance to network quality than to price. According to the surveys, 66% of companies would like to see bureaucratic hurdles reduced. It shows that expansion in rural and urban regions must go hand in hand in order to survive in global competition.
Concrete measures and outlook
O2 Telefónica also built over 550 new mobile sites in Germany in the first half of 2024, with a significant focus on underserved areas. The 5G network has made an immense leap forward: over 95% of the German population now has access, even in rural and tourist regions. Together with a cooperation with Autobahn GmbH, O2 Telefónica plans to further improve mobile phone coverage along the highways. 13,200 kilometers of the motorway network are to be equipped with 5G technology, of which 1,500 kilometers have already been covered since 2020.
The totality of these developments shows that network expansion in Germany is finally gaining momentum. However, it remains to be seen whether the measures will live up to expectations and whether digital connection can be ensured for everyone in Germany. It is clear that the path to a nationwide, reliable mobile network is far from over.
