The district administrator's plans not only have legal dimensions, but also unsettle local citizens. Schwochow points out that the property is still not finished even after four years and 14 opening dates have already been canceled. In addition, the latest information from the district about possible new dates was no longer communicated. “This is all going against the will of the citizens,” said Schwochow, who compares the entrepreneurs to a syndicate. This leads not only to communal tensions, but also to personal danger for critics who report threats and even tampering with their vehicles.
The discrepancy between the positive promises and reality is remarkable. While the actors in the background look after their financial interests, the question remains as to how the project is compatible with the legitimate concerns of the community. More and more residents are raising their voices: They want to be part of the decision-making process; after all, it's about their neighborhood and their future.
