Driving licenses are becoming cheaper: new reforms for young drivers!

Significant reforms to driver training are pending in Germany, which could make obtaining a driving license significantly cheaper for many. The Federal Ministry of Transport (BMV) is in the process of developing measures that will make it possible to significantly reduce the horrendous costs, which are currently over 2,000 euros for learner drivers. A class B car driving license currently costs around 3,400 euros. These reforms are intended to particularly benefit young people and trainees.

A key goal of the planned changes is to strengthen mobility as part of social participation, especially in rural regions where access to transportation is often limited. Implementation of the reform could start as early as 2026. The ministry has defined key points that are intended to ensure modern and safe driving training, including the introduction of digital learning platforms and more efficient testing processes.

The key points of the reform

What are the specific suggestions? One idea, for example, is to make theoretical driving training more flexible so that driving schools can decide for themselves which learning methods they use. Face-to-face teaching will be abolished and learning via apps will be made possible. The list of examination questions should also be reduced by a third, which will reduce the learning effort.

The use of simulators could be encouraged in practical training, which in turn would reduce the number of mandatory special trips. Some of these special trips, such as night and highway trips, can be completed in the simulator, which should further reduce costs. In addition, the driving time in the practical test and the documentation requirements for driving schools should be reduced.

Transparency and other measures

A central point of the reform is price transparency: driving schools should be required to disclose their prices and failure rates online. In this way, future driving students can keep an overview and compare better. This specific measure is intended to ensure that no one is left in the dark when it comes to the costs of driving license training.

A further step will be the discussion about digital training offers for driving instructors in order to ensure the quality of training in the long term. The ministry also plans to examine whether these proposals can be expanded to other classes of driver's licenses.

The proposals are the result of discussions at the Conference of Transport Ministers and an initial stakeholder dialogue that took place in July 2025. So it remains exciting to see what concrete steps will be taken next. These reforms could pave a good way to make obtaining a driving license more accessible, modern and, above all, safer for everyone.
