In Anklam in the Vorpommern-Greifswald district, there is a lot going on in municipal heat planning. There are plans to expand the district heating network in order to become climate neutral by 2040. The basis for this is a concept that was developed by an engineering office in Rostock. But the road to implementation is rocky, as NDR reports. In June 2025, the planning document was presented to city representatives for a decision, but they passed the decision back to the administration. The reason? One would like to wait for new developments at the federal level.

Mayor Galander, who stands for the “Initiatives for Anklam” initiative, objected to this decision, but city representatives rejected him again. The result is a mixed mood: citizens and investors are unsettled because no steps can be taken to expand the district heating network without a formal decision. Galander makes it clear that this municipal heat planning is often a prerequisite for funding and plans to introduce the concept again at the next meeting. In a heated vote, the resolution failed, with ten city representatives voting in favor and ten against.

The importance of district heating

District heating plays a key role in the heating transition, especially in urban areas where the need for climate-neutral heat is increasing. According to a study by Agora Energiewende, not only the networks themselves but also the generation of heat are crucial. The expansion of heating networks and flexible cooperation between future heat producers who rely on renewable sources are central to the realization of climate goals.

Historically, the district heating market has been heavily influenced by fossil energy sources, and now it is time for things to change. The study highlights that a secure investment framework is needed to ensure attractive district heating prices for providers. It is expected that special attention will be paid to the needs of lower income households. Concepts must be developed here that make sense not only ecologically but also economically.

Challenges of municipal heat planning

The challenges of municipal heat planning are diverse. A “bottom-up study on the decarbonization of the heating sector”, prepared for the National Hydrogen Council, shows that implementation is progressing at different speeds in different municipalities. Local data quality and human resources often do not keep pace with the ambitious goals of the federal government. The KOMpare project is working to collect and evaluate this information to create a better overview.

A key goal of this research is to increase planning and investment security. Since the quality of heat planning can vary greatly, it is necessary to also consider the interactions between neighboring communities. There could be a lot of potential, particularly in the area of ​​renewable energies, but it is not yet being exploited. In order not to endanger climate neutrality, coherent strategies and clear coordination between municipalities are required.

Future heat planning in Anklam is not just a local challenge, but is in the context of larger, national goals. It remains to be seen whether the city can turn things around. One thing is certain: the debates and decisions of the coming months will be crucial for the future of heat supply in Anklam.
